The Public Service Commission (PSC) was constituted in 1951 as an independent organ of state to appoint, promote, transfer, dismiss and exercise disciplinary control over public officers. Its statutory functions focus on appointing and promoting top talent in the Civil Service. It also administers the rules and regulations governing the code of conduct to ensure that a high standard of conduct is upheld among its public officers. One significant non-statutory role of the PSC is the award of PSC scholarships for undergraduate studies. It identifies and grooms the best and the brightest as potential leaders of the Civil Service.

The PSC Secretariat provides secretariat support to the PSC. The Secretariat also assists in the formulation of scholarship policies as well as the branding and marketing of PSC scholarships. In addition, it helps to manage and develop the scholars during their university studies.

Responsibilities
To support and facilitate the Public Service Commission’s work in upholding the principles of integrity, meritocracy and impartiality for the Singapore Public Service by securing and developing top-tier talent through PSC scholarships and maintaining oversight on scholarships throughout the public service.

  1. Be a good coach to scholarship holders by providing career guidance and monitoring their academic and non-academic performance to ensure well-rounded development.
  2. Network with partners such as local and overseas tertiary institutions and develop deep expertise and specialist knowledge in careers in the Singapore Public Service, local and overseas tertiary education landscape, and various HR methodologies for developing top-tier talent.
  3. Manage and develop effective and innovative top-tier scholarship administration policies and solutions, and coordinate resources on behalf of other scholarship-awarding agencies on implementation.
  4. Monitor and evaluate competitive threats from other public and private sector entities in awarding scholarships and financial assistance, anticipate future challenges and provide recommendations to senior management to facilitate long-term planning.
  5. Provide consultancy services to the Ministries and in best-practices in scholarship holders’ development methodology and scholarship administration.
  6. Facilitate the sharing of best-practices in scholarship holders’ development methodology and scholarship administration.

Requirements
  • A good university degree
  • Strong analytical, interpersonal skills and mentoring skills
  • A team player who is able to thrive in a fast-paced environment.
  • A confident communicator who can interact with local and international partners.
  • An understanding of the local and overseas universities, education systems and other languages (Mandarin, Japanese, French or German) is a plus.
