The Agri-Food & Veterinary Authority is the national authority on food safety in Singapore dedicated to ensuring a resilient supply of safe food, safeguarding the health of animals and plants, and facilitating agri-trade for the well-being of the nation. Our core functions include ensuring food safety, ensuring resilience in food supply, safeguarding animal and plant health, safeguarding animal welfare, promoting agrotechnology, investing in research and development and protecting endangered wildlife.

Responsibilities

Duties
The officer reports to Quarantine Division and works under direct supervision of a senior Import & Export Inspector.

  • To enforce legislation under AVA’s purview, principally Animals and Birds Act, Endangered Species (Import and Export) Act, Wild Animals and Birds Act and Wholesome Meat & Fish Act.
  • To inspect consignment of live animals, fish and birds, their products, plants and biologics (veterinary & plant) at ports of entry, such as Changi Airport and Tuas Checkpoint, so as to ensure compliance with import, export and transhipment requirements. The requirements are those pertaining to food safety, animal & plant health and CITES.
  • To enforce requirements and assist in investigation of non-compliances, such as illegal import of products regulated by AVA. The enforcement activities may involve prosecution in court.
  • To provide proper care for animals detained or quarantined in AVA quarantine stations: Changi Animal & Plant Quarantine Station (CAPQ) and Sembawang Animal Quarantine Station (SAQS).
  • To inspect AVA-regulated premises, such as feedmill, animal quarantine premises, bird shops and egg stores, so as to ensure compliance with AVA’s requirements.
  • To process permits using the electronic systems, such as TradeNet and e-CLiPS) for the import, export and transhipment of regulated animals, birds and fish, animal products and veterinary biologics.
  • To communicate with public and other stakeholders (such as animal handling agents and pet importers) to facilitate import and export of live animals and birds, their products and veterinary biologics.
  • To assist in the maintenance of a relevant database in AMSRB for use in import assessment. The information include trade statistics such as types and quantity of products imported, records of non-compliance cases.
  • Suitably trained officers would also conduct inspections at overseas farms for accreditation purposes.

Requirements

Qualifications
  • At least an ‘O’ level qualification and comfortable in handling animals. Knowledge and interest in zoology is an advantage.

Other Requirements
  • Must be able to drive. Due consideration will also be given to applicants who are currently undergoing driving lessons.
  • Must have basic skills in computer operations and using Office applications (Word, Excel and Powerpoint). The officer must also learn new computer applications (TradeNet, eCLIPS, iFAST, EAS etc).
  • Must be able to work after office hours, including weekends and public holidays if needed.
  • Able to express clearly in written and spoken English and at least in one other 2nd Language.
  • Good interpersonal skills and able to work in a team.
  • Be able to do shift work.
