CAREER GOVERMENT SINGAPORE 2011 Public Service Division need for Assistant Director (Transformation Office)

The Civil Service operates within an increasingly complex and demanding environment that poses new challenges for human capital management and organizational development in the Civil Service. As such, the HR operating model in the Civil Service needs to be re-designed to focus on higher value-adding areas such as strategic workforce planning, capability development and maximisation of workforce performance.

PSD is reviewing how HR is performed today in the Civil Service, with the aim of making HR functions in Ministries more strategic. It will also study how to better manage change. The Transformation Office in PSD will catalyse transformation efforts first within PSD itself and then across the Civil Service. This includes developing new HR capability across Ministries, thereby ensuring that all Ministries benefit from the new human capital strategy.


Responsibilities
You will support the planning, programme coordination and management of the HR transformation efforts within PSD as well as across the Civil Service, which involves designing and implementing strategies that build new HR capability and drive change.
In particular, you will oversee the following areas:

  1. Build capability in PSD by developing strategies (competency framework / training roadmap) to build up officers’ competencies
  2. Establish buy-in from PSD officers on PSD transformation by developing and implementing engagement strategies
  3. Establish a strong nerve centre within PSD by partnering with corporate clusters to enhance their business partnering capability
  4. Develop a menus of services that is of value to the ministries
  5. Develop a competent and professional HR / OD by developing strategies to build up competent HR / OD professionals and develop managers as people developer
  6. Develop an efficient and effecting HR operating model that leverages on the delineation and specialization of roles (Shared Services, Centres of Expertise and HR Business Partners)

Requirements
  • A good degree in any discipline
  • Minimum 5-6 years of experience in HR/OD and/or in project management
  • Ability to think strategically and demonstrate creativity in generating ideas and solutions to complex issues
  • Ability to work independently; results-oriented
  • Ability to manage and motivate a team
  • Ability to communicate and work with different stakeholders at various levels
  • Strong analytical, writing, communication and people management skills
