Civil Service College (CSC) Singapore is a statutory board under the Public Service Division, Prime Minister’s Office. We are the central learning institution for the Singapore Public Service and we play a pivotal role in partnering government ministries and agencies to develop people for a first class public service.

CSC brings together public service officers from diverse backgrounds and provides them opportunities to plug into a service-wide network to exchange views, build shared ethos and perspectives, creating a rich environment for dialogue, knowledge sharing and learning.

Through our programmes and services, CSC aims to build commitment and strategic capacity in governance, leadership, public administration and management for the Singapore Public Service.

Responsibilities

  • You will lead in the design and implementation of talent assessment and leadership development solutions. Providing consultancy and advice to public service leaders on areas of expertise in talent management, you will shape leadership selection and development in the Singapore Public Service. Some of your key accountabilities will include partnering with senior level stakeholders to drive talent management initiatives, designing and implementing integrated selection systems and diagnosing talent management needs and initiating interventions. In addition, you will provide consultancy and advice in areas such as job analysis, selection process design, behavioural interviewing, assessment centres and test validation.

  • Strong stakeholder management and organisational skills
  • Ability to effectively advise, engage and influence stakeholders at the senior level
  • Subject matter expert in key areas of interest
  • Ability to lead and coach a team towards the achievement of strategic objectives
  • Masters in Industrial/Organisational Psychology, Organisational Behaviour or Human Resource Management with at least 5 years of relevant experience in the area of talent assessment and leadership development, preferably in a consulting capacity
