In today's workplace, most jobs require knowledge as well as skills, which include the right attitude for the job, foundational and technical competencies. Many employers therefore look for and value workers with the right skills to do the job. Hence, WDA's role is to develop and strengthen skills-based training for adult workers to upgrade and advance in their careers and lives, over and above academic upgrading pathways.

To achieve this, WDA is developing a Continuing Education and Training (CET) infrastructure under the CET Masterplan, announced by the Prime Minister in Feb 2008. We work with many partners, including employers, industry associations, the Union and training organisations, to develop skills-based training that are relevant to industries, accessible and open to all in the workforce - young and old, from rank and file to professionals and executives.

A key initiative under the Masterplan is to continue to strengthen the Workforce Skills Qualifications (WSQ) system as a national credentialling system for skills. WSQ is relevant to and recognised by industry, embraces adult learning principles, and provides means and pathway to help all workers learn for life, and advance with skills.

Responsibilities
  • You will take the lead in developing and driving workforce development strategies to raise the local workforce competitiveness and employability in the tourism sector. You will also be required to conceptualise and implement outreach strategies to gain support from prospective industry partners, economic agencies, unions and other stakeholders. Together with colleagues in your division, you will develop industry-focused manpower development plans and initiatives for key industry sectors to upgrade the skills levels of the workforce. You will be involved in the whole value chain of workforce development, ranging from manpower planning & forecasting, needs mapping and programme development. You will also need to analyse the performance and effectiveness of the various strategies implemented.

Requirements
  • Self motivated team player with strong interpersonal, organizational, management, administrative, communications (both written and spoken) and presentation skills.
  • Applicants with related experience in manpower planning or development and cluster development in the public sector/ an economic agency will have an added advantage.
  • Applicants should be Singapore Citizens or Permanent Residents
  • Possess a good degree with at least 6 years experience in an industry engagement/ account management role. Those with economics background will be considered favourably.
  • Posses political sensitivity to manage complex stakeholder issues and the ability to conceptualise and strategise at a high level.
