Civil Service College (CSC) Singapore is a statutory board under the Public Service Division, Prime Minister’s Office. We are the central learning institution for the Singapore Public Service and we play a pivotal role in partnering government ministries and agencies to develop people for a first class public service.
CSC brings together public service officers from diverse backgrounds and provides them opportunities to plug into a service-wide network to exchange views, build shared ethos and perspectives, creating a rich environment for dialogue, knowledge sharing and learning.
Through our programmes and services, CSC aims to build commitment and strategic capacity in governance, leadership, public administration and management for the Singapore Public Service.
Responsibilities
- Supervise both insourced and outsourced staff of the Estate Management team
- Project management for new projects and upgrading of building facilities; repair and redecoration works;
- Liaison with internal customers, consultants and contractors to meet civil and structural, electrical and mechanical requirements for submissions to local authorities, and to perform structural analysis and building design
- Contract management, budget and procurement of related services and materials
- Development of a full spectrum of standard operating procedures and monitoring system in order to fulfill the needs of the operational requirements and improve service level
- Review of tender specifications according to the operational requirements in the procurement of maintenance and project contracts.
- Plan, supervise and perform regular site inspection as part of preventive maintenance and building audit program
- Plan and implement maintenance schedule for carrying out preventive breakdown and predictive maintenance
- Ensure business continuity by developing appropriate contingency and disaster recovery evacuation
- Plan energy audits, facility management process audit to improve efficiency and effectiveness of building and equipment.
Requirements
- Degree in estate management, construction management, Mechanical or Electrical Engineering with at least 3 years' relevant working experience
- Ability to work under pressure, multitask, and work with multidisciplinary team,
- Service-oriented and a good team leader and player
- Ability to write and communicate effectively at all levels
